Status of the municipalities in Lebanon

This file is only available in French and Arabic. Its contains a whole of remarks and reflexions relating to the total operation of the Lebanese local authority, in particular of the municipalities.

The existence of the municipalities in Lebanon dates back to the nineteenth century. During the Egyptian occupation, in 1833 an advisory council was established in Beirut. The first experiences of local government took place during the Tanzimat period, under the Ottomans. Promoted to the rank of capital of a wilaya, Beirut was to provide the wali of a board that looked after the affairs of the public health, safety and lighting.

The first municipality was established in Lebanon in Deir El Qamar in 1864 after the civil war and following the promulgation of the Organic Regulation of mohafazah Mount-Lebanon, while the municipality of Beirut was incorporated under the Ottoman Empire in 1867 . The major cities of what became Lebanon, Saida (Sidon) and Trablous (Tripoli) in particular saw themselves give municipalities some years later in the wave of the Tanzimat.

Municipalities experienced a revival during the French Mandate, the mandatory Power have developed public administrations. But their role will be really taken into consideration that during the tenure of General Chehab, to whom we owe the establishment of a modern law that favored the formation of dozens of new municipalities.

Article 1 of Legislative Decree No. 118 of 30 June 1977 states that the municipality is a local government. Its enjoys financial autonomy and power of self-management.

    This support program for the olive oil sector of southern Lebanon is carried out in coordination with the Civil-Military Cooperation (CIMIC) of the French contingent of UNIFIL. It's the second phase of a project, led from 2008 to 2010 and financed by the French Development Agency (AFD).
  • Inauguration of a pilot treatment plant in Bcharreh, July 27, 2013
    This project, initiated six years ago and funded by the French Development Agency (AFD) in the amount of € 500,000, is the first in Lebanon. That plant uses a system of filters which provides equivalent purification quality of a biological station.

    Tuesday, April 10th, 2012 - Commander of the eastern sector of «UNIFIL» forces in south of Lebanon, General Julio Isla, sponsored opening ceremony of solar energy lighting system in border town Mari (Hasbaiya)
  • Inauguration of lamps which work on solar energy in Kawkaba
    Yesterday (09/07/2012), Kawkaba celebrated the launch of a project that contain 14 lamps which works on the solar energy thanks to a Spanish financial support.
  • European Union allocates 20 million Euros to support the Lebanese municipalities
    Finally, the EU announced the allocation of new funding worth € 20 million to support the Lebanese municipalities. Add this amount to 63 million euros is the value of the various projects run by the Union is currently in Lebanon, in order to promote local development.
  • Signing of a cooperation agreement between the municipalities of Marseille (France) and Tripoli (North Lebanon)
    On October 12th , 2011 a cooperation agreement was officially signed between Municipalities of Marseille (France) and Tripoli (North Lebanon). It was signed by Mr. Jean-Claude Gaudin, president of Marseille Municipality and Dr. Nader Ghazal President of Tripoli Municipality during the latter visit to France.

    Nine special needs Girls and boys from Tadamoun wa Tanmia Association took part and danced in the special talent festival that was held on 15/03/2011 at the UNESCO Palace - Beirut.
  • Twinning agreement between Italian Calasetta Municipality and Municipality of Haret Saida
    This is the first project of its kind to sign a twinning agreement between a European municipality and the municipality of Haret Saida. A delegation from the «Union of Sardinia Municipalities» in Italy visited Lebanon yesterday, at the invitation of the Municipality of Haret Saida.
  • UNDP Lebanon and Monaco sign a cooperation agreement in the presence of HSH Prince Albert II
    Under the patronage and in the presence of His Serene Highness (HSH) Prince Albert II of Monaco, The United Nations Development Programme (UNDP) organized on 14 Jan 2011 a signing ceremony for two cooperation agreements, the first between Monaco and UNDP in the framework of ART GOLD project, and the second between Monaco and UNRWA.
  • International seminar "The right to citizenship... Living together..."
    Tadamoun wa Tanmia Association participated in the third international seminar on secularism held in El Jadida - Morocco. The first seminar was held in Lyon – France in 2008 and the second seminar took place in Wavre – Belgium in 2009.
